About the process of making the National Strategy of Youth

The starting base for preparing the National strategy of youth are the following documents: National strategy for Serbia joining EU, poverty reduction strategy, The millennium goals of development in Serbia, sector strategies, and many other international documents (EU, Council of Europe, UN, regional initiatives…) 

Activities in making the National strategy of youth:

organizing public events on local, regional and national levels

the activities of Work motive groups

the activities of Advisory committee

the activities of the Government’s Work Group

the activities of the chosen Counselling body

informing and joining the process using IT

attending and presenting work at many national and international conferences

Strengthening the capacities of the youth NGO’s through the projects that were chosen on an open competition, it was done for: education of local NGO’s resource centers, logistics in work of advisory committee, administrative and technical work, communication and promotion, realization of open competitions and strengthening the capacities of youth organizations, logistics on the local level and resource centers for making the strategy.

The first outline of the strategy is done by the Theme groups for: education, employment, health, social politics, free time, active participation of youth, security and environment. Preliminary strategic orientation and description of the current situation is the base of the first round of the counselling processes. 

The next step is forwarding the elevation for the reviewing to the Advisory committee. They are presented by interested parties from different parts of the society: youth NGOs, young representatives from the political parties, medias, local administrations, business and economics organizations and international partners. 

Serbia’s Government Work group, formed by representatives of the ministries, engaged to analyze the strategy, action plans, inquiries, projects, laws.. Supporting team, formed by the advisor of minister for the process of making the Strategy, numerous consultants and NGOs that provides administrative and technical support, has a mission to prepare the final version of the Action plan for making the strategy (all the financial and the administrative procedures included). 

Also, an important role in process have: named by the Minister, the National coordinator for the project of making the strategy, Youth Sector of Ministry of youth and sport and secretary’s office of Ministry of youth and sport. 

National strategy of youth should be the result of wide consultative process in which individual persons and organizations from public, profit and NGO sectors will take part. In that way it is provided that the youth Strategy is made through an open, democratic and consultative process, with appropriate representation of themes, interests and ideas, also with a wide supporting network for its realization.
